I have a 1990's model 200hp mercury blackmax outboard,what would make it run hot?

It stays normal when I drive slow but runs hot when I open it up in full throttle. It gets hot fairly quick. If I back off the throttle and continue driving slow it will cool back down to normal/medium heat. I just changed out my water impeller. What could make it do this or what are some ideas?
