Can I trade in my Nintendo DS lite for a Nintendo 3DS?

I know we would probably have to pay extra because the 3D one is way better than the lite but I was just wondering if it were even possible. My dad told me this but I'm a little dubious. Also, if I did do it, would my games that I have now for the DS lite work on the Nintendo 3DS? Much appreciated!
