Help with pokemon black/white and rout 17 p2 place?

Ok on Rout 17 there is fast moving waters, and areas that I can't seem to reach. Also I found one p2 storage area( had dubious disk in it) but could not figure out how to get over to the other side. I seen some items on the ground but could not figure out how to get out there. Please help.
