A child born in our family on 24th April 2011 at 10.15 am, New Delhi. Is sun exalted in his kundli?

In his birth chart sun is shown in Aries at 9.39 degrees and Venus, mercury, jupiter and mars all are in meena rashi. But an astrologer told us that by the time sun was seen at 9.39 degrees at the time of his birth, sun has moved ahead by more than 2 degrees. Therefore sun is not exalted any more, because sun is exalted in Aries upto 10.00 degrees only. Is it correct?
