Did the Pakistani government know all along about where Osama Bin Laden was hiding?

Coalition forces have been wasting time and effort trying to finding him on the Afghan - Paki border and it turned out that he was right on the outskirts of the Capital of Pakistan - Islamabad...I find it very dubious and unlikely that the Pakistani authorities didn't know about this all along....
