Decrease regulations and cut taxes on the poor, decrease regulations, cut taxes, but end welfare to the rich?

A good idea in the long run? This'd mean ending almost ALL business subsidies except for maybe for infant industry stuff, NAFTA and all other related things, all corporate welfare of any kind, and ending the enforcement of dubious property claims by big international organizations the world over.
